New mandatory reporting for short-term rentals: a 2026 guide

On December 31, 2025, Order VAU/1560/2025 was published in the Official State Gazette. This standard approves the new annual information model for short-term urban leases, a key tool for the control and monitoring of this activity in Spain.

This Order constitutes a normative development necessary for the full implementation in Spain of the Regulation (EU) 2024/1028, whose aim is to homogenize the collection of data on temporary and holiday rentals at European level.

Who are obliged to present this model?

The regulations apply to all lessors whose accommodation is subject to the Single Lease Register (RUA)This includes:

  • Tourist and holiday accommodation.
  • Rents for work or study reasons.
  • Leases for medical treatment.
  • Any other than does not imply a need for permanent housing for the tenant.

Key information to be stated in the information model

To comply with the Order VAU/1560/2025, owners must provide structured data which, however, are presented in anonymised form to comply with the GDPR. The main points are:

  • Data of the NRUA holder (Unique Lease Registration Number).
  • Single registration code of the building.
  • Purpose of lease and number of guests.
  • Dates of entry and exit of the tenants.

Important note: Even NRUA that have not been active during the year should be reported in the declaration.

Deadlines and forms of submission in 2026

The timetable for this new obligation is imminent. February 2026, collecting information for the whole year 2025.

The presentation can be made by two means:

  1. Electronics: through the electronic headquarters of the Spanish Association of Registrars of Property, Mercantile and Furniture Property of Spain, which acts as the competent registry.
  2. Face-to-face: using the standard paper format model.

Consequences of non-submission of the declaration

Failure to comply with this obligation not only results in registration incidents, but may compromise the viability of your business:

  • WITHDRAWAL OF NRUA: serious errors or non-submission may result in loss of registration number, which implies impossibility of legally exploiting the property.
  • Penalties: Although the Order does not impose its own fines, the autonomous communities may apply its sanctioning regulations in the field of tourism.

Key differences between the Master File and Local File in transfer pricing

Transfer pricing documentation is a fundamental obligation for multinational groups operating in Spain. Since the implementation of the OECD BEPS project, the Master File and the Local File have become essential tools to demonstrate that transactions between related companies comply with the principle of free competition. However, many companies still have doubts about the differences between the two documents and when they are required to prepare them.

The Pay Transparency Directive: what changes for Spanish companies

The European Directive 2023/970 on pay transparency entered into force on 7 June 2026, and Spain reaches the deadline without having completed its transposition into domestic law. The Ministry of Labour is working on a royal decree to incorporate it, but today Spanish companies are facing a European standard in force without a definitive national text to implement it.
